[i], ii-iii, 171 pp. Project MKUltra or MK-Ultra was an extremely controversial covert Central Intelligence Agency (CIA) human research program into behavior modification which ran from 1953 to 1973, attempting to develop new techniques for brainwashing and torture. The program used unwitting U.S. and Canadian citizens, including mental institution inmates, convicted criminals, and even CIA operatives as the test subjects of the research into methodologies to manipulate people's individual mental states and alter brain functions. Most memorably, agents delivered high doses of LSD to unwitting or coerced participants, resulting in several deaths by suicide of these test subjects. In addition to LSD, hundreds of other drugs were tested for possible use in mind control and other objectives. In the wake of the Watergate scandal in 1973, the secret program was scuttled and most of its records destroyed on the verbal order of the CIA's Director, Richard Helms. In 1977, a Freedom of Information Act request found a cache of 20,000 documents relating to MKUltra and it was these documents which formed the basis for the August 3, 1977 hearing memorialized in this transcript of the hearing offered in this listing; internally the book is bright and fresh with little to no signs of handling or wear.
